On August 31, the Beijing Internet Court held a press conference. The Beijing Youth Daily reporter learned at the conference that Jiang Ying, the president of the Beijing Internet Court, introduced the court’s reform and innovation work over the past five years. Among them, the Beijing Internet Court has built the country’s first blockchain electronic evidence platform led by the court, with more than 200 million pieces of electronic data on the chain.

According to reports, relying on technologies such as the Internet, big data, artificial intelligence, and blockchain, the Beijing Internet Court has built an integrated electronic litigation platform for the whole process, completed the overall architecture of the litigation model from offline to online, and allows parties to complete the entire process of litigation without having to go to the court. Online litigation is more convenient, efficient, and cost-effective. The electronic litigation platform deeply applies facial recognition and image recognition technology to support online registration and identity authentication of the parties; it deeply applies cloud video technology, screen sharing, and automatic voice recognition technology to achieve the best online trial experience; it deeply applies data security exchange technology and cloud storage technology to develop an online case handling platform for judges, ensuring that the trial and execution during the epidemic period does not stop. The electronic litigation platform has been selected as the “China Innovative Political and Legal Website” and “Top 10 Innovative Cases of Smart Courts”.

At the same time, the Beijing Internet Court has also built the country’s first blockchain electronic evidence platform led by the court called “Tianping Chain”, which solves the pain points of difficult electronic evidence deposition, easy tampering, and difficult verification. Currently, 25 application units have been connected, with more than 200 million pieces of electronic data on the chain, and 34,199 electronic data cross-chain verifications, involving 7,554 cases.

According to reports, the Beijing Internet Court integrates the data of the electronic litigation platform, diversified mediation platform, case handling platform, and electronic evidence platform to create a visualized trial management system, presenting real-time trial data of the entire case and process in the form of dynamic icons from multiple dimensions such as case overview, trial procedure, trial process, and trial quality.
Innovative QR code payment of executed case funds and “one-click intelligent refund” technology, building an online transfer center for executed property clues, promoting the orderly connection of filing applications, clue transfers, and case fund collection and disbursement processes, achieving 100% accuracy rate of case fund payment, shortening the time for case fund refunds from three minutes to 20 seconds, and the average time for case fund refunds is only 3.31 days.
Establish an electronic case file archiving mechanism, realize the process connection between the electronic litigation platform, the judge’s case handling platform, and the archive management system, and strengthen judicial auxiliary support. Collect all data of electronic case files and electronic archives, store and solidify them through the “Tianping Chain” deposition platform, and enhance the security and credibility of electronic archives. The Beijing Internet Court has been listed as one of the first batch of pilot units for electronic file archiving and electronic archive management by the National Archives Administration and other departments. Currently, nearly 180,000 cases have been filed and archived, and the parties have accessed 1,284 electronic case files through the Internet.
Promoting the rule of law in digital social governance, the filing of copyright cases decreased by 48% last year.
According to reports, the Beijing Internet Court has continuously optimized the judicial supply of the Internet in its work. It has formulated opinions on providing strong Internet judicial services and rule of law guarantees to promote the high-quality development of Beijing’s digital economy, opinions on promoting the coordinated services and guarantees of the “Five Capitals” for high-quality development, and measures to serve and guarantee the high-quality construction of Beijing International Science and Technology Innovation Center. It continues to play the role of a functional court. It has signed a strategic cooperation framework agreement on data intellectual property rights with the Beijing Intellectual Property Bureau and the Beijing International Big Data Exchange to provide strong judicial guarantees for regulating the development of the data industry and activating the potential of data elements.
Establishing an e-copyright litigation source governance system. The Copyright Chain-Tianping Chain Collaborative Governance Platform was released to form a litigation source governance system of “party committee leadership, government and court linkage, rule guidance, multi-party participation, and technological support”. It achieved a 48% decrease in copyright case filings in 2022, effectively promoting the resolution of disputes at the source. This system was selected as one of the top ten excellent cases of intellectual property public services in Beijing and won the first “People’s Court Reform and Innovation Award” of the Supreme People’s Court.
